You may define the needed amount of precreated decompressed container private areas in the main Virtuozzo config file /etc/sysconfig/vz:

## Template parameters

POOL_SIZE_MIN and POOL_SIZE_MAX parameters define how many precreated private areas (ready to be used) will be created on the hardware node. Please, note that each container private area from this pool consumes some diskspace. So you need to define how many containers you want to keep in the pool.

Please note that container pools were discontinued since Virtuozzo 3.0.
