The Red Hat container fails to receive an IPv6 address via DHCPv6, even if DHCPv6 is enabled for it.
Example: If you run the following commpand, the IPv6 address will not be assigned by DHCPv6.
# vzctl set 117 --ifname eth0 --dhcp6 yes

Red Hat bug 683947- The dhcp6c client cannot start without the ONBOOT=dhcp parameter.

Due to the above Red Hat bug 'ifup-eth', the network script skips the DHCPv6 set-up if there is no ONBOOT=dhcp parameter. So, DHCPv6 works only if DHCP is enabled.

A resolution will come with future Red Hat updates.
As a workaround, you need to enable DHCP for DHCPv6 to work. The original command,
# vzctl set 117 --ifname eth0 --dhcp6 yes
should be changed to the following:
# vzctl set 117 --ifname eth0 --dhcp6 yes --dhcp yes

After running this command, container 117 will automatically receive an IPv6 address via DHCPv6.
