Symptoms

When you add the Web user from the Customer (Reseller) Control Panel and set a hard disk quota, the quota is inherited from the customer.  
For example, if you create a Parallels Web user from the control panel of customer backerb, you get the following output of the quota <username> :
# quota parallels
Disk quotas for user backerb (uid 10002):
Filesystem  blocks   quota   limit   grace   files   quota   limit   grace
/dev/mapper/vg00-var
....

As a result, the quota for the webuser is not set.
The quota will only be applied correctly if you run the following command:
# /usr/local/psa/admin/sbin/usermng  --set-user-quota --user=parallels --quota=1024

Resolution

This bug can be corrected in Parallels Plesk Panel 10.4 when the hosting user and the Web user have the same system UID harddidsk quota.

There is following
upgrade behaviour:

All webusers and subdomain's users having quota before upgrade will inherit quota from domain's sysuser.

Before upgrade these users have quotas:

But after upgrade to Plesk 10.4 these users are merged with domains's user and inherit his quota.
