When a domain has the Spanish letter, "ñ" ,in its name, for example, it is impossible to install any Web Applications.  Installation fails with the following error message:
"Warning: Web application installation failed: websrvmng failed: Site 'domeñ' does not exists"

After the error message is shown, Plesk shows that the application is installed, but the application is broken and inoperable.

To resolve this issue, use the custom fix for Parallels Plesk Panel 8.6 or 9.5.4 for Windows. To install the fix, copy files from the attached zip file to the following location: %plesk_dir%\admin\plib\SiteApps
