After installing a custom theme from the Parallels site,

the Plesk Panel interface looks like the screenshot below:

It appears as if there are no css or image files.

The required virtual directory for Plesk Panel was not created during the upgrade.

To solve this issue, you may want to reconfigure your Plesk Panel site in the IIS. The best way to do so is to manually create skins/branding virtual directory for the PleskControlPanel site.

  1. Go to the IIS manager
  2. Find your Plesk Panel site
  3. Get the Skins virtual directory and add a new Virtual Directory. Fill in these fields:
    Alias:                      branding
    Physical path:       "%plesk_dir%"/var/branding/panel/skins

NOTE: Replace %plesk_dir% with the actual Parallels Plesk Panel installation directory path.

Afterward, you may want to reinstall your theme to the panel:
"%plesk_cli%\branding_theme" -u -vendor admin
"%plesk_cli%\branding_theme" -i -vendor admin -source "<path/>"

Additional Information

Also, the problem could be caused by branding theme incompatibility with the installed version of Plesk.
