During the Mailbox content restoration just a part of the messages is recovered.

Some of the mail messages in the backup file cannot be restored by Plesk Panel automatically due to several reasons.

To recover all the messages and handle this issue you may want to follow the instructions provided below:
1 - 'SmartRestore' option is to be set as 'false' in "%plesk_bin%\backuputils\PsaMailrestore.exe.config".
2 - Open the backup file and extract 'MailContent' directory into a directory created for it (for instance 'C:\Restore')
3 - Rename 'MailContent' directory to 'MailMigrator'
4 - Create .xml file C:\Restore\accounts.xml with content similar to this:
<Domain Name="your_domain">
<Account Name="mailbox_name" Pwd="password"/>
Put required domain name, mailbox name (short form, no @ and domain part) and its password.
5 - Run 'PSAMailRestore.exe' to restore mailbox:
> "%plesk_bin%\BackupUtils\PSAMailRestore.exe" --dump=C:\Restore --logpath=C:\Restore --account-file=C:\Restore\accounts.xml
Utility will produce some output. In case of IMAP login errors just ignore them. Then, utility will proceed restoring mail content into respective mailbox in your Mail server's postoffice directory.
