You have for instance a French locale applied for your on-line store. The store is displaying a correct language but the page for a domain name registration or transfer is in English.

Some of the Registrars available in the Customer&Business Manager Panel do support just several languages.
For instance registrar does not support French language and the Customer&Business Manager loads one of the locales it supports.

To customize your store and make it available in one language you may want to do the following:

1 choose a registrar module that supports the needed language
2 right now it is possible to localize the registrar module settings on your own.

To do that you may want to perform the following:

* find the localization files on your server
billing:~# ls /opt/plesk-billing/lib/lib-mbapi/include/modules/registrar/translations/regru/
en.php  ru.php

* copy one of the existing locales
billing:~# cp -p /opt/plesk-billing/lib/lib-mbapi/include/modules/registrar/translations/regru/en.php /opt/plesk-billing/lib/lib-mbapi/include/modules/registrar/translations/regru/fr.php

* translate/modify the file
