Resolution

1) Run IIS Manager (Start > Run > inetmgr) > Right click on the Application Pools > Export List > Select where to export and the name of the file
 
2) Open Command Promt > Change directory to directory where exported file is located (for example Desktop):
 
C:\Documents and Settings\Administrator>cd Desktop
 
3) Execute the following command to start pools:
 
C:\Documents and Settings\Administrator\Desktop> for /f %s in ('type <name_of_the_file>.txt') do @cscript.exe C:\Inetpub\AdminScripts\adsutil.vbs START_SERVER W3SVC/AppPools/%s
 
To stop pools:
 
C:\Documents and Settings\Administrator\Desktop> for /f %s in ('type <name_of_the_file>.txt') do @cscript.exe C:\Inetpub\AdminScripts\adsutil.vbs STOP_SERVER W3SVC/AppPools/%s
 
Replace <name_of_the_file> with the name of the file with exported list of pools.
