When connecting to Horde Webmail through a web browser, the displayed language does not reflect my saved Horde language preferences.
The behavior does not occur with all web browsers, but only with Internet Explorer (IE) 9 and Mozilla Firefox (FF) 10 or 11.

UTF charset is not enabled for the affected browsers.

First, please make sure that you have performed the steps in this article:

I cannot switch the Webmail language in PP for Debian/Ubuntu. Even if I choose another language, Webmail displays in English.

If the issue persists for IE 9 or FF 10/11, you will need to add the ISO-8859-1 locales to your server. To do this, log in to the server via SSH and run these commands under the root user:

# locale-gen it_IT
# update-locale LANG=it_IT.ISO-8859-1
