I have followed the Parallels Plesk Panel (PP) 10.4 Localization Guide and have now a localized version of the PP running. However there are no instructions on how to register a new translation of the "Customer and Business Manager" (CBM) which is now part of Plesk 10.4.

The PP 10.4 Localization Guide is still being updated to include instructions on how to translate Customer and Business Manager.

To localize Customer and Business Manager the below steps should be performed.

In this example we will be translating CBM to "Portuguese, Portugal" (pt_PT) language.

1. Add an entry for the language into the database.
In our case Portugal already exists, but it is called 'pt', not 'pt_PT':
> %plesk_dir%\admin\bin\billing-db.exe

mysql> select * from languages where language_iso2 like 'pt%';
| language_id | language_iso2 | language_iso3 | language_name        | language_c1 | language_c2 |
|          72 | pt            | por           | portugues            |           1 | NULL        |
|         131 | pt_BR         | por           | portugues do Brasil  |           1 | NULL        |
2 rows in set (0.00 sec)

2. Localize the file with translations:
> cd %plesk_dir%\billing\lib\lib-billing\include\translations

3. Copy the following two files from any language into needed one:
> copy de.php pt.php

where de.php is for the existing locale,
and pt.php is for the needed locale.

4. Modify the pt.php file with needed translations.
Feel free to modify the locale file until PHP syntax remains correct and charset is UTF-8.
5. And as a final step, clear the cache

%plesk_dir%\admin\bin\billing-cache.exe –c

You may ignore the help message that will appear in the console.
