New backups are not valid. When you try to open these backups following error messages can appear:

1. Failed to load XML document. Line 2020 Position 1 fatal error: Premature end of data in tag Envelope line 3
2. Repository error: unable to check xml validity: Xml reader error: failed to load xml doc
3. UnicodeEncodeError: 'ascii' codec can't encode character

One of possible reason of this error is wrong signing backup file by utility backup_sign.
For example, if you run command

# /usr/local/psa/admin/sbin/backup_sign sign /var/lib/psa/dumps/<dump name>.xml

you will see error like:

backup_sign: Can't find private key in database:
backup_sign: Can't get server's private key

The absence of a certificate in the table certificates.

# /usr/local/psa/admin/sbin/backup_sign generate

will create necessary certificate in the table certificates.
