Accounts which have chrooted shell enabled are not be able to log in:

# ssh pp11ftp@localhost
pp11ftp@localhost's password:
Last login: Fri Sep 7 17:47:39 2012 from ::1
/usr/local/psa/bin/chrootsh: No such file or directory
Connection to localhost closed.

Accounts that have plain /bin/bash will login, but contents of the filesystem will be different from the actual contents due to "chrooting" into a caged environment.

Backups and chrooted shell access for FTP users may work improperly on CloudLinux Server OS if package “cagefs” is installed and enabled for all users.

Disable cagefs package using the following command:
# cagefsctl --disable-all
