You are unable to restart Apache; it fails with this error in the Parallels Plesk Panel web interface:

Unable to make action: Unable to manage service by websrvmng: websrvmng: Service /etc/init.d/httpd failed to restart ('--start', 'web')

When trying to start it from the command line interface, you get the following error:

# /etc/init.d/httpd start
Syntax error on line 2 of /etc/httpd/conf.d/php_cgi.conf:
Invalid command 'Action', perhaps misspelled or defined by a module not included in the server configuration

Such errors may occur if the actions module is not loaded. Hence, Apache is unable to process the rest of its configuration files.

You may check if the actions module is enabled by running this command:

# httpd -t -D DUMP_MODULES | grep actions
actions_module (shared)

If do not see the actions_module (shared) line in the output, follow the resolution below.

Run this command to enable the actions module:
# a2enmod actions

Then start Apache:
# service httpd start
