1. Make sure that the current user has permission to manage Antispam settings;
2. Check that the Premium Outgoing Antispam package is installed. If not, reinstall the extension via autoinstaller.
3. Make sure that the extension is registered in the database.
You can verify that by looking inside the psa.modules table in MySQL:
# mysql -uadmin -p`cat /etc/psa/.psa.shadow` psa
mysql> select display_name from Modules;
If it is not there, it may usually be a result of direct database manipulation. In this case it is also recommended that you reinstall the extension via autoinstaller.
