SpamAssassin checks messages sent between two mailusers on the same server.

This is correct behavior. Messages are checked by SpamAssassin when message is delivered into mailbox and all delivered messages are checked, without distinction of whether it was sent from another user on the same server. It is done to avoid possible circumvention of spam checks by forging sender address.
