It is not possible to create a Virtual Machine from a Windows template (or clone a Windows VM) with changing SID option:

# prlctl create support_test --ostemplate --changesid
Creating the VM on the basis of the template-windows2008R2SP1 template...
Clone the template-windows2008R2SP1 VM to VM support_test...
Copying hard disk 0 100%
Failed to clone the VM: Unable to change the Windows security identifier. The virtual machine clone could not be started.

The issue is caused by a product bug with internal ID PSBM-23963: Windows VMs can not be created with changing SID, when they are configured to start as "administrator" user.

To solve the issue, it is needed to change the configuration of the source VM and set VmStartLoginMode to 0:

[root@pcs ~]# grep VmStartLoginMode /vz/template/vm/template-windows2008.pvm/config.pvs

[root@pcs ~]# sed -i 's~<VmStartLoginMode>1</VmStartLoginMode>~<VmStartLoginMode>0</VmStartLoginMode>~' /vz/vmprivate/template-windows2008.pvm/config.pvs

[root@pcs ~]# grep VmStartLoginMode /vz/template/vm/template-windows2008.pvm/config.pvs
