How does Autoscale work in case the Autoscale rules demand more free memory than there is on the PCS host?

In case of Cloud Storage, when there's a request for autoscale of RAM to the amount that exceeds server limit, a more suitable host is picked up from the cluster, and the VM is live-migrated to that host with RAM limit increased. If there's no suitable host to receive the VM, the event will fail, but the the request will remain pending in IM until such host appears.

If the node is not a member of a Cloud Storage Cluster, the event just fails.
