While creating FTP account, it fails with error:

Unable to update FTP account: Unable to create web user: Update FTP user failed:
ftpmng --add-user failed: Virtual host FTP on IP address already exists

Custom FTP site was bound to a specific IP address in IIS. Usually such issue may take a place when FTP site was added/modified in IIS manually.

  1. Open IIS Manager on the server.

  2. Expand "Sites"->check FTP sites. Make sure that there is no custom FTP site that is bound to IP

  3. If there is custom FTP site, right-click on it and select "Edit Bindings".

  4. Change "IP address" from a specific assignment to "(All Unassigned)".

  5. Try to create new FTP Account though Plesk.
