If you open DiskManagement on the source host, the system disk C: is not Disk 0, e.g.:
The issue is recognized as a product bug with internal ID PSBM-22371.
The System disk is not the first one in the order of disks. Such cases are rare and cause incorrect behavior of the migration utility - it expects disk C: to be the first one (Disk 0).
The issue has been fixed since Parallels Cloud Server 6.0 Update 6 (6.0.6-1992)
As a workaround for PCS versions earlier than
6.0.6-1992 it is possible to change disks order on the source server.
