Symptoms

Interrupts are not shared between all CPU cores for some devices (e.g. Raid Controller, Network Card):

cat /proc/interrupts
        CPU0 CPU1 CPU2 CPU3 CPU4 CPU5 CPU6
106: 0 74994 0 71491 0 85311 0 IR-PCI-MSI-edge megasas
107: 99194 0 361883 0 185401 0 236198 IR-PCI-MSI-edge megasas

Cause

This behavior takes place not only on PVCfL/PSBM/PCS with vzkernel, it is inherited from RHEL kernel. It is a normal behavior and it should not be considered a misbehaving. Some interrupts are working with only a set of CPUs in order to improve overall system performance.
