Interrupts are not shared between all CPU cores for some devices (e.g. Raid Controller, Network Card):

This behavior takes place not only on PVCfL/PSBM/PCS with vzkernel, it is inherited from RHEL kernel. It is a normal behavior and it should not be considered a misbehaving. Some interrupts are working with only a set of CPUs in order to improve overall system performance.
