While trying to start a container, the following error is displayed:

C:> vzctl start 101
Starting container ...
License limit was reached, cannot continue operation CTID 101

But the license is "Active":

C:> vzlicview | findstr status

vzlicview utility does not show the amount of running containers:

C:> vzlicview | findstr ct_total

Normally it should specify amount of currently running containers in the "( )" brackets, e.g:

C:> vzlicview | findstr ct_total
ct_total=50 (20)

In addition, there are containers hung in starting state:

C:> vzlist | findstr starting
      102     35  starting       CT102


Such behavior is recognized as a product bug PCWIN-18113.

Virtuozzo license monitor is being started when containers startup was initiated, thus if there is any issue with containers startup, vzlicmon might get stuck as well.
