There is no possibility to open network ports for Plesk migration due to security reasons.
Is it possible to migrate Plesk using Backup Manager and how?

1. Perform a backup on the source server using Plesk > Tools & Settings > Backup Manager.
2. Open Command Prompt and export file as dump using pmm-ras utility on the source server:

> "%plesk_bin%\pmm-ras.exe" --export-dump-as-file --dump-specification "dump_name.xml" --dump-file-specification "C:\"

where dump_name.xml is a name of the latest backup that will be in Plesk backup manager.

3. Transfer created dump to destination server using network or other way.
4. Open Command Prompt and import dump to backup repository using pmm-ras utility:

> "%plesk_bin%\pmm-ras.exe" --import-file-as-dump --dump-file-specification="C:\" --dump-storage="%plesk_dir%\Backup"

5. Restore backup from Plesk > Tools & Settings > Backup Manager
