No Xinetd services are shown in Power Panel for management, however there are few such service in a container.
Select the "Xinetd" tab under "System Services":
No services available for this Container. Probably your Container is misconfigured or having a resource shortage.
The list of manageable services (both, standalone and xinetd-based ones) is pre-defined and it is maintained in the file "/etc/opt/pva/pp/standart-services.xml".
To have certain xinetd-based (or standalone) services manageable, define them in the mentioned file and restart the service of Power Panel.

The service can be restarted using the command:
~# pvapp restart
NOTE: this file is not marked as a configuration file in the corresponding RPM package, "pva-pp-core". Therefore, the changes are to be applied after PVA updates' installation.
