Host Settings for domain fails with error. All websites are missing in IIS but present in Plesk. User accounts in the Local users on the server are also missing. Plesk reconfigurator tool fails with error during applying KB #116580:

Event viewer log contains the following error:

- Not all Windows Updates are installed.
- Plesk reconfigurator is unable to create system users with passwords which do not meet the current Windows password policy requirements.
Install all latest Windows Updates tool
Temporary disable checking password policy requirements in Windows:

Reconfigure domains using KB #116580.
- Switch "Password must meet complexity requirements" back to
