ResolutionThis error means that Plesk was not able to start the Apache service for some reason. To diagnose the source of the problem, perform the following steps:
Check if Apache is running:
# ps -ax | grep httpd
If not, try to start it from the command line:
# /etc/init.d/httpd restart
Then use this command:
# /usr/sbin/apachectl restart
In some cases, rebuilding Apache configuration files may help. Try this command:
# /usr/local/psa/admin/sbin/websrvmng -a -v
Check /var/log/httpd/error_log for startup errors (see 1488).

If you see nothing in the logs, it is possible that Apache cannot open log files because it has opened too many file descriptors. See this article: 260.
