This error means that Plesk was not able to start the Apache service for some reason. To diagnose the source of the problem, perform the following steps:

Check if Apache is running:
# ps -ax | grep httpd

If not, try to start it from the command line:
# /etc/init.d/httpd restart

Then use this command:
# /usr/sbin/apachectl restart

In some cases, rebuilding Apache configuration files may help. Try this command:
# /usr/local/psa/admin/sbin/websrvmng -a -v

Check /var/log/httpd/error_log for startup errors (see 1488).

If Apache does not start right after the Plesk or SiteBuilder update, refer to this article: 1336.

If you see nothing in the logs, it is possible that Apache cannot open log files because it has opened too many file descriptors. See this article: 260.

Next, try to debug the Apache start process using the "strace" utility. There are many articles on the Internet about how to use this tool. Here are some examples:
