When I start three VE’s, they start without any problems. However, any other VE’s remain in the starting state even if they have been started previously. When I reboot the Virtuozzo server, I can start another three VE which were previously locked.

Within the Microsoft operating system, though it allows an unlimited number of Terminal Server (TS) connections, it limits the number of TS connections to 2. This limit of allowed terminal instances was set within the Terminal Server Configuration.

Currently, you can go to Administrative tools>Terminal Server Cofiguration>RDP properties>Network Adapter tab and limit the number of allowed TS connections. Even if you left the default “2” number and click Apply button, Windows will apply the number of allowed TS Connections and number of allowed TS sessions as well. For this reason, it is not possible to start more than 3 VE’s.

To resolve this, you should regedit from a command prompt window. Under the key

HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Terminal Server\WinStations\RDP-Tcp, you should change the "MaxInstanceCount" registry value to “ffffffff”.

Note: To start the VE’s that might be locked, a hardware node reboot may be required.
