For security reasons suexec doesn't allow usage of absolute paths or attempts to back up out of the current directory. The following example tags would not work:

<!--#exec cmd="../cgi-bin/cgi.cgi" --><!--#exec cmd="/cgi-bin/cgi.cgi" --><!--#exec cmd="/../cgi-bin/cgi.cgi" -->

The following tags are correct:

<!--#exec cmd="cgi.cgi" --><!--#exec cmd="test/cgi.cgi" -->
