Plesk does not restart Apache web server automatically after adding a domain or editing its configuration. However, manual restarting via the Home > Tools & Settings > Service Management works fine.

Apache is not restarted immediately by default. Check the Apache restart interval configuration on Home > Tools & Settings > Apache Web Server Settings.

This option is implemented to avoid too many Apache restarts if numerous operations are conducted from the Plesk. It does not mean that Apache service will be restarted every time this interval occurs. If there are no changes made in Plesk, then Apache will not be restarted. If changes are made, Apache will be restarted, but not more often than once during the Apache restart interval.
