Inside a VE, when you try to open one of the MMC Snap-ins, the following error is displayed:

MMC cannot open the file C:\WINDOWS\system32\rrasmgmt.msc.

This may be because the file does not exist, is not an MMC console, or was created by a later version of MMC. This may also be because you do not have sufficient access rights to the file. 

The file exists and file permissions are correct.


The MMC Snap-in has been cached and the cached file has a different version than the one that needs to be used now.


Go to the VE and into this folder:

C:\Documents and Settings\Administrator\Application Data\Microsoft\MMC

Delete the file of the corresponding Snap-in. Use the profile of the user, which starts the Snap-in.
