Starting from Parallels Virtuozzo Containers 4.0, it is possible to assign virtual CPUs per Container (CT). So, it is necessary to note that the CPU Guarantee and CPULIMT parameters are configured per the VIRTUAL CPU assigned to a particular CT.

For example, on an 8-core system, if one container is set to a 35 percent CPU guarantee, but is limited to one CPU, the CT will consume no less than 35 percent of its single virtual CPU, or about 4.4 percent of all the CPU time.

The same is valid for the CPULIMIT parameter.

That is, all CPU-control parameters are applicable per the logical (virtual) CPU.
