On design step you can see just example of how page will look like with selected template.


There can be two different types of pages in site's structure: root level pages and second level pages (sub pages). When you select appropriate template it shows you how it looks with both types of pages. One of the menus (for example, left one) is for sub-pages only and it will not be displayed if there is no any sub-pages added to the site structure. Try to add some pages to sub-page level and check it one more time.
