Mail message submission was enabled through Server -> Mail -> Enable message submission, but the submission port is still closed:

~# telnet localhost 587
telnet: connect to address Connection refused


As of version 8.3, Plesk qmail creates the xinetd configuration file /etc/xinetd.d/submission_psa (for RedHat OSes) or adds the appropriate record into /etc/inetd.conf on Debian and FreeBSD.
Fresh installation means a clean installation of Plesk Control Panel version 8.3 or later versions on the server, or an upgrade from an older version.

The Control Panel option Enable message submission comments the record out in inetd.conf or renames submission_psa to submission.psa to exclude submission from xinetd configuration. Reinstallation of the package psa-qmail will not restore the missing records.
