The problem is a known one for Parallels Plesk Panel version 9.0.0.  It is caused by SELinux that is running in Enforcing mode. This prevents mail delivering.

The issue has been fixed in next update of Parallels Plesk Panel. To resolve the problem for Parallels Plesk Panel 9.0.0 you should change SELinux mode to Permissive. You may check SELinux mode with command getenforce:

~# getenforce

Use command setenforce to change  the mode to Permissive:

~# setenforce 0

The above will switch off enforcement temporarily - until you reboot the system. If you want the system to always start in permissive mode, then here is how you do it. Edit /etc/selinux/config and you will see some lines like this:

# This file controls the state of SELinux on the system.
# SELINUX= can take one of these three values:
# enforcing - SELinux security policy is enforced.
# permissive - SELinux prints warnings instead of enforcing.
# disabled - No SELinux policy is loaded.
# SELINUXTYPE= can take one of these two values:
# targeted - Only targeted network daemons are protected.
# strict - Full SELinux protection.

Change SELINUX=enforcing to SELINUX=permissive.
