How to resolve the issue?

Resolution

The problem is that user 'psaadm' which is the user under which all Control Panel processes are working is not a member of 'psaserv' group.
Check this with command 'id':

~# id psaadm
uid=2524(psaadm) gid=2522(psaadm) groups=2522(psaadm)
~#

To resolve the problem you should add user 'psaadm' to group 'psaserv'. You may do that with command 'usermod':

~# usermod -G psaserv psaadm

Note: If you get "usermod: command not found The command doesn't seem to exist" message at this step, you may use this command instead:

system-config-users

All you have to do is add psaadm user to the psaserv group. Run the listed command, click the "groups" tab, add the psaserv group if it is not there yet, double click on it, click the "group users" tab, and put a check box next to the psaadm user.

Perform the check again:
~# id psaadm
uid=2524(psaadm) gid=2522(psaadm) groups=2522(psaadm),2523(psaserv)

~#

After the reconfiguration page Log Manager is opened correctly.
