About what is registrar module and how to enable it, please read: http://kb.sp.parallels.com/en/5356

How to add new tld, please read in our documentation: http://download.ppb.parallels.com/6.0/doc/parallels-plesk-billing-6.0-administrator-guide/17017.htm

When adding new tld, you can only choose registrar module that supports the tld.

Plesk Billing was designed to have the list of supported tlds hard coded in the system. The reason was not to allow domain registration attempts for tlds not supported by registrar.

Enom module has possibility to get the list of supported tlds through their api so in the list of supported tlds are all tlds allowed for purchase through Enom API.

Here is a list of supported tlds with OpenSRS module:

'asia', 'be', 'biz', 'ca', 'cc', 'de', 'es', 'eu', 'info', 'me', 'mobi', 'name', 'org', 'tel', 'tv', 'us', 'at', 'ch', 'com.mx', 'dk', 'fr', 'it', 'li', 'mx', 'nl', 'pl', 'cn', 'com.cn', 'net.cn', 'org.cn', 'co.uk', 'ltd.uk', 'me.uk', 'net.uk', 'org.uk', 'plc.uk', 'com', 'net', 'com.vc', 'net.vc', 'org.vc', 'vc'

Once you have registrar module enabled, tlds added, you may configure your domain registration product. More information  about creating Domain Registration products you may find here: http://download.ppb.parallels.com/6.0/doc/parallels-plesk-billing-6.0-administrator-guide/17408.htm
