How does Parallels Plesk Panel start/stop services? Does Plesk control the /etc/rc.local file? How is it possible to configure services starting on the server boot?

Plesk uses standard services' start/stop scripts from /etc/init.d/ and doesn't manage rc.local.

If you want to change start up settings for any service you can use the chkconfig utility. You can see all services and their settings running from the shell:

/sbin/chkconfig --list

For example, to disable tomcat to start on runlevel 3:

/sbin/chkconfig --level 3 tomcat4 off

Default runlevel can be found with:

grep initdefault /etc/inittab
