Yes, Parallels Server for Mac Bare Metal Edition (PSfM BM) allows to change guest user password in Containers and VMs from host.

pctl set CTID|VM_ID|VM_NAME --userpasswd user:password

This setting creates a new user with the specified password in the given Container (CT) or Virtual Machine (VM), or changes the password of an already existing user. To be able to use the command for a VM make sure Parallels Tools are installed inside the VM and it is running.

An example:
pctl set 'Snow Leopard VM' --userpasswd root:new_password

  For Mac OS VMs use exec functionality to set guest password:

pctl exec vm_id|vm_name dscl / -passwd /Users/user password

An example:
pctl exec 'Snow Leopard VM' dscl / -passwd /Users/root new_password
