To reproduce the issue, run Plesk Reconfigurator, select "Repair Plesk Installation," and make the selection for "Plesk Server Accounts" only (uncheck all others). The Panel repairing may then fail with the Exception from HRESULT: 0x800708AD error message.
It is necessary to replace the %plesk_bin%\reconfigurator.exe
