Symptoms

Parallels Panel 9.2 uses MailEnable as its Mail server component.

For some reason, the default path of the mail data location was changed. Then, after performing domain operations (for example, renaming domains), the following errors may occur:
Error: Unable to rename the domain: Cluster Notification Provider not loaded
Cluster Notification Provider not loaded
Execute mailmng --turn-on-domain "--domain-name=test.com" failed: MEAOSM.Domain.GetDomain failed
The system cannot find the path specified. (Error code 3) at GetNamedSecurityInfo(C:\Program Files (x86)\Parallels\Plesk\Mail Servers\Mail Enable\Postoffices\test.com)

or
Error: Unable to rename the domain: The system cannot find the path specified. (Error code 3) at GetNamedSecurityInfo(C:\Program Files (x86)\Parallels\Plesk\Mail Servers\Mail Enable\Postoffices\test.com)

Resolution

1. Stop the Plesk Management Service (it is better to use the Plesk Service Monitor tool for this purpose).

2. It is necessary to replace the %plesk_bin%\mailenableproviderw.dll file with the attachment for Panel 9.2.1 and 9.2.2 or the same fix for the 9.2.3 version. See the http://kb.sp.parallels.com/en/1802 article about the hotfix installation procedure.

3. Start the Plesk Management Service.
