Postfix is used as mail server.
Host name values for DNSBL service are stored at the global Postfix configuration file /etc/postfix/ as the values of the parameter smtpd_client_restrictions.

If you add another entries for this parameter manually before reject_rbl_client value, Parallels Plesk Panel can change the order of the values, if you update DNSBL settings from Plesk Control Panel. It will place reject_rbl_client value at the first place, and manual settings can be ignored.

Host name was specified for DNSBL service. And value 'permit_mynetworks' was added manually. Values of the parameter smtpd_client_restrictions are placed in the correct order. Value 'permit_mynetworks' is specified at the first place.
# cat /etc/postfix/ |grep smtpd_client_restrictions
smtpd_client_restrictions = permit_mynetworks, reject_rbl_client

If you modify the value of DNSBL service from the Plesk Control Panel and save changes, values reject_rbl_client will be placed at the first place and value 'permit_mynetworks' will be placed after. In such order value 'permit_mynetworks' is useless.
# cat /etc/postfix/ |grep smtpd_client_restrictions
smtpd_client_restrictions = reject_rbl_client, reject_rbl_client, permit_mynetworks

This problem can appears if you modify configuration files manually.
Development team prepared hotfix for this issue. After applying hotfix order of the parameters will not be changed on values updating.

For applying hotifx replace files $PRODUCT_ROOT_D/admin/sbin/mailmng and  $PLESK_LIBEXEC_DIR/mailsrv_entities_dump with the files from the attached archive.

Then set up correct order of the values for the parameter smtpd_client_restrictions manually.

Please read article #8083 about a hot-fix installation procedure.
