Parallels Plesk Panel does not allow to create database for the domain or add new database user for the database. It fails with the error:

Table "mysql.servers" does not exist

Such error can appears after mysql server upgrade or after Parallels Plesk Panel upgrade.

The 'mysql_upgrade' script was not successfully run after upgrading the MySQL server to 5.x version. The 'mysql_upgrade' script should be executed each time you upgrade MySQL server. It supersedes the older mysql_fix_privilege_tables script, which was used in versions earlier than MySQL 5.x to fix and make the tables compatible with the current version.

For more details check MySQL documentation: Check Tables for MySQL Upgrade

The 'mysql_upgrade' script should be executed manually.

On Unix/Linux system execute mysql_upgrade to check and correct compatibility issues.

~# mysql_upgrade -uadmin -p` cat /etc/psa/.psa.shadow `

On Windows system the command is mysql_upgrade.exe:

C:\Program Files\Parallels\Plesk\Databases\MySQL\bin>mysql_upgrade.exe -uadmin -p<ADMIN PASSWORD>

When it is done, you should be able to create databases.
