The problem described in this KB article has been completely fixed since Parallels Plesk Panel 10.4.x version.


When performing any actions, involving apache restart, it fails to start. Actions might be: domain/subdomain creation, ftp passwords changing, ssl certificates operations, etc.
# /usr/local/psa/admin/bin/websrvmng --restart

takes more than a minute and all websites are offline.


It happens due to some child processes being left unkilled after stopping apache.  
'killall apache2' helps to stop it completely and the start successfully.


This problem was fixed in Micro-Update 9 for Parallels Plesk Panel 10.1.1.
