You can not change default documents search order for any domain from Parallels Plesk Panel interface.
When you login to Plesk Control Panel, go to "Domains", pick up any domain, go to "Virtual Directories", then click on "Directory properties" instead of form that allows to change priority of index files, current order of documents is listed and grayouted. As result there isn't way to change documents search order from Plesk Control Panel.

The reason of this problem is that HTTP Redirect URL field on IIS server level is filled by URL: '', for example. Plesk ignores enable/disable flag for this field and just read URL text filed. So in this case Plesk thinks that all sites of this server are redirected.

For fixing this problem just clean HTTP redirect URL field on IIS server level.
